Changing the step time of individual objects

Is it currently possible to change the step time for an individual object while bullet is stepping the simulation? Say we want to step the simulation forward for all but one object by 16ms, but the one object instead gets stepped forward by 8ms.

What I'm currently thinking about trying to do would be something like a temporal field in a game. Object moves into the field and everything slows down for it (or speeds up). If this is too complicated, is there another good way to impact all the aspects of the simulation for a slowed object?
